What Does a DOT SAP Do?

A DOT Substance Abuse Professional is a qualified professional who evaluates employees who have violated DOT drug and alcohol regulations.

  • Conducts the required initial evaluation

  • Determines what education and/or treatment is appropriate

  • Refers the employee to appropriate providers or programs

  • Reviews documentation of participation and completion

  • Conducts the required follow-up evaluation

  • Determines whether the employee has demonstrated successful compliance

  • Establishes the required follow-up testing plan

  • Communicates required information to the employer or designated employer representative

  • Completes required FMCSA Clearinghouse reporting for applicable drivers

The SAP is an independent evaluator. The SAP does not work as an advocate for either the employee or the employer.

Experienced. Professional. Straightforward.

Linda Salvucci, PhD, LIAC, MAC, SAP has more than 40 years of professional experience in the addiction and behavioral-health fields. Her background includes clinical work, substance-use evaluation, education, university teaching, and extensive experience helping individuals understand and address substance-use concerns.

As a DOT-qualified Substance Abuse Professional, Dr. Salvucci provides a professional, individualized approach to the Return-to-Duty process. Her goal is to make the process clear and understandable while maintaining the independent professional responsibilities required of a DOT SAP.

Clear Guidance Without Judgment

A DOT violation does not mean that every employee has a substance use disorder or automatically needs intensive treatment. DOT regulations require the SAP to conduct an individualized evaluation and recommend appropriate education and/or treatment based upon that evaluation.

The employee should be told clearly:

  • What is required

  • Why it is required

  • What must be completed

  • What documentation is needed

  • When the employee is ready for the follow-up evaluation

  • What happens after that evaluation
